Trustee Billy F. Kouvatsos

Trustee Billy F. Kouvatsos was appointed to the village board in November 2025 to fill the vacancy resulting from the death of Trustee Anthony J. Santino. A lifelong East Rockaway resident, Trustee Kouvatsos is a product of East Rockaway Public Schools attending Rhame Avenue School and East Rockaway High School before earning a bachelor’s degree from Hofstra University and a Master’s degree from New York University.

Kouvatsos is adept at labor relations, public safety operations, and budgetary management. He previously dedicated his time to the Village of East Rockaway through his service as a member of the Board of Zoning Appeals.

A full-time public safety officer with the Town of Hempstead, Trustee Kouvatsos currently holds the rank of captain. In addition to his official duties, he additionally served as a union shop steward and Vice President for CSEA Local 880. He earned the CSEA Local Shop Steward of the Year award in addition to official public safety commendations for excellence.
